What temp is "needed" depends. The system has preset trip points. There
is a way to find that out, but I can't remember at the moment. The CPU
temp will trip the fans in increments at these trip points. It's all
controlled by ACPI and the BIOS.
As mentioned, you can also see what some fans are doing with Sensors,
although it may not be accurate if it conflicts what ACPI is doing.
Sensors and ACPI don't currently get along. There is an ongoing thread
on this subject now and how to resolve the conflicts on the ACPI4Linux ML.
