NetworkManager (on a GNOME desktop) shows the wireless access points.
I haven't been able to _connect_ to all the wireless access points shown
with it, though.

NetworkManager (and its required companion) NetworkManagerDispatcher are
services which run on both Gnome and KDE just fine. The applet - used
to be called NetworkManagerInfo, I can't remember what it's called now -
which displays available AP's is a separate utility. The KDE version of
the applet is called KNetworkManager.
