It is possible that a router or firewall is denying those ports on the
effected systems explictly. You may need to talk with the network guys.

So I guess I would be asking for a rule that would allow anyone to reach
that server here:
cifs 3020/tcp # CIFS
cifs 3020/udp # CIFS
In the alternative, if I get no cooperation, I could I think, slap a
router between the network and the switch and create a subnet with the
proper routing and stick the server inside that subnet... It would be
nice if they opened up access to the server though...
