What I do now (and what I did when I researched the purchase of this
workstation at QUAKE), was look for a package in my (our) price range.
Then of those, I look at components and options. I select the package
with the options/components that are the most reliable.

It took me about two weeks of researching (amongst my other tasks) to
select this system. We later bought another similar one, only that one
has a M2N-E MoBo, a smaller HDD, and not quite as good of a video card
(it's not for development, only for a specific task in production, but
running Linux just the same).

The places I looked for systems were Dell (for the service contracts
mainly), Fry's, Chips & Memory, D&J (Micrtron 2000), The Chip Merchant,
PC Club. All places I/we've purchased from before, and all places I'm
familiar with.
