Yet Another Guess (YAG), it's a hardcoded limit in the OS. XP will support
4GB, provided the boot.ini file has the /3gb switch for the kernel. Even if
you put 4GB in a machine, without that switch, it'll only see 2GB max. Even
with the switch, XP still does odd things, and no single application will
have access to more than 2GB. So, with that hard limit in place, there's no
reason for a laptop manufacturer to go to all the expense of supporting more
than 4GB at the present time.

Don't know about Vista.
