Epiphany.) Hmmm. It seems that this version allows mouse-dragging
the tabs. That's more convenient than one spot at a time. But that
still wasn't my "wish".)
You might consider Opera as well. I use it because it scales images
and text together. It mouse-drag tabs.

Last I heard, many others considered it bloated. But I'll take a look
(after I move to fc7).
