On my FC5, psfonts.map comes from a package called
  tetex-dvips-3.0-29.fc5

In my psfonts.map, it refers to
 texmf/web2c/updmap.cfg
which also comes from the tetex-fonts package.

And updmap comes from
  tetex-3.0-29.fc5

And the font files themselves seem to come from
  tetex-fonts-3.0-29.fc5

Debian/Ubuntu probably has different package groups/names.

Maybe if you reinstall some packages?
I just tried some stuff to see if I could learn anything to help...

I booted into a recently installed vanilla deb V40r0 test system (don't
tell jhriv), and searched for tetex with synaptic, installed tetex-extra
and something with fonts in it's desciption and got a bunch of
dependencies along-with.

Now I see the tfm fonts you mentioned and a
var/lib/texmf/fonts/map/dvips/udpmap/psfonts.map -> psfonts_t1.map

running updmap runs w/o errors

running
  grep cmr var/lib/texmf/fonts/map/dvips/udpmap/psfonts.map
gives 8 lines, all ending with ".pfb"
(grep tmf gives nothing -- is that an error?)

I also installed python-pyx successfully, and determined that pydoc pyx
gives the pythonic manpage.

Can I try something else on the deb box?
