Kinda out of left field here, and it may not be appropriate for several reasons (still beta, not sure how it works yet, etc.), but Amazon has recently put forth their own payment system: Amazon Flexible Payment Service[0]. I'm pretty happy with their EC2 and S3 offerings so far, so I'd give it a look.
