I don't have any experience with ruby, but it certainly has an active and enthusiastic community, which gives it a lot of significance. I have seen a couple of negative opinions that it may actually have peaked, and may not survive the long run. </paraphrased poorly-remembered hearsay> ..after having stimulated useful thinking due to the rails framework. Five years ago, I had a lot of gripes about python libraries, but today I find much has matured and greatly improved. In the last year or so, I can't remember any dependency problems, but maybe I haven't tried the weird things you might have. ;-) Anybody else want to weigh in on python dependency problems?
