PAE is a hack that only helps address more physical memory. It makes no change to the 4GB address space that applications see. So yes, one could use PAE if staying 32 bit is required (to support a legacy app, for example), but a true 64 bit OS install would likely be preferable, given how easy it is to achieve today.
