That's the essence of it.  It's like a mental "lint" program.  It is a rather
nebulous concept that describes how some people are able to monitor and correct
their speech on the fly.  It helps me when I am studying new languages, but can
become a hindrance because it can interfere with the discourse.  I am often very
careful about what I say and the way I say it, only to find out that I missed 
some
pretty obvious clues about how the listener was taking it.  Of course, that 
defeats
the purpose.  On the other hand, it means that I can be comprehensible in a 
foreign
language sooner than I would be otherwise.
