This is because mailman is broken by design.When you send a mail To: or Cc: multiple lists all managed by the same mailman system, they seem to all end up going to the first list in the recipients list.
See the archives, this has been discussed many times already. Cross- posting to multiple lists on the same mailman server just plain doesn't work.
