My "bad" Options is for sending and is available in the compose window.
View->character encoding is from the main window.

Hmm, there is no Options, it just goes View->Character Encoding. But
regardless, just clicking on either Western (ISO-8859-1) or Unicode
(UTF-8) makes it look normal (to me) again. Not sure if it's a bug but
not bothersome enough to worry about.
