Cool!
A quick glance at the rules and it looks like a robot with a eye-in-the-sky
would be allowed. Or more correctly, not dis-allowed. So, the quick solution
is a robot with a helium baloon attached via tether and small RF camera
onboard. Let that out enough to see the entire maze, send down the
image, plot the course from the image using distance of tether for scale and
cheap contact sensors to sense walls if you happen to get the scale off.
Heck, throw a calibration design on the top of your robot to help calc scale.
Better make sure the wheels don't slip much either or distance cals will go
south quickly. A cross breeze would really screw things up also.
