Hello

This is what I would do. File a claim with the BBB for both companies. Then I 
would file a claim with the FCC. Companies hate getting complaints via other 
one. I had an issue with Verizon in that they failed to honor an agreement we 
had. I filed complaints and then notified them about what I did. In 5 minutes 
they were singing a new tune.
