I mean, we can't consider mere fascists to be foes, as many of those in our country espouse fascist policies, and further, many of our allies are fascists! We can't consider mere muslims to be foes, as we have a bunch of those in our country, and again, some of our allies are muslim. We can't consider mere terrorists to be our foes, as we've funded many a terrorists over the years, as well as growing a few of our own. Plus, some of our allies are indistinguishable from terrorists. And we can't use the blanket term "enemies" to describe our foes, for we have a history of more-or-less not antagonizing our enemies, and people know that if you seek out a confrontation with an enemy, you're being stupid. That doesn't help Our Beloved Leaders motivate us to engage in behavior that would otherwise be considered stupid. -- It's all about careful word-choice.
