I finally determined why my speeds were so slow. Apparently, the fine
folks at Cox originally signed me up for their "value" package, which is
capped at 1.5 Mbps. Of course, even after complaining about these
numbers, none of their customer service drones were able to point this
out. Once I figured out that Cox has not one, but four different
Internet service plans, I upgraded. As of today, I'm seeing slightly
better speeds.
