These are C13-C14 cords, and are very frequently used between rack PDUs and computer PSUs.

The other popular usage was back in the days when your computer PSU would have a C14 socket to power your monitor; you'd use one of these cables to plug your monitor's power directly into the back of the computer's PSU.

Haven't seen that in nearly a decade, though.
