If I lost my Internet connection, I would describe the machine as "not
responding", rather than "unstable", so I'm not sure what that
means. Maybe, due to caching, some things continue to work for a while.
Someone who uses Cox might be able to shed light on this, but I wonder if
"static IP" means you still should use a dynamic setup, but they give you
the same address every time. That would fit your scenario.
Also, what would fit, is if they didn't give you a static IP like they say
they did.
