Let me summarize: you have an Ethernet adapter from Cox that has one
outlet that has the Mac Mini connected to it. This works.
If you disconnect the cable from the Mac and connect it to the Dell
laptop, this does not work.
The Cox box has configured itself to recognize the internal hardware
address of the Mac Mini, and thus does not respond to the Dell. You
could fix this on a temporary basis by switching the Cox box power off
and on while the Dell is connected to it. This will make it not work
with the Mac until you do the reverse operation.
Some adapter boxes from Cox or RoadRunner contain a router and 4-port
switch so you can use them with up to 4 local computers. If yours has
outlets for 4 computers then you should be able to just connect the
Dell to another outlet with another cable.
If not, you will need to get a router/switch box to put between the
Cox box and your home network. These seem to be going for $20 to $30
from Frys. Costs $10 to $20 more if you want to invest in one that
will also connect to wireless Ethernet.
Or possibly you can get one from Cox.
More information on exactly what your hardware setup is would be
helpful. Knowing the IP address of the Mac Mini when it is connected
and working would help in diagnosing the problem. When you said "I
tried a static IP address" how did you choose the address to try?
