Firefox 3 does seem to zoom both the images and the text at the same
time, although the images take a bit longer. There is a toggle button in
the View->Zoom menu that says "text only". This seems to control
the
zoom. I am having some trouble with keyboard shortcuts for the zoom,
especially zoom in.

...and contrary to what FF implies...
(CTRL) (=) to Zoom in
{no need to hit/hold shift key at all}
it might take awhile for zooming in/out
