OK, nothing is listening on port 80 (I should have added '| grep LISTEN'

I'd say there's something probably wrong in your httpd.conf that is
causing apache to try to listen TWICE on port 80
Now we are getting somewhere.
Heres what happened when I ran
/sbin/service httpd start
Starting httpd: (98)Address already in use: make_sock: could not bind to
address [::]:80
(98)Address already in use: make_sock: could not bind to address 0.0.0.0:80
no listening sockets available, shutting down
Unable to open logs
[FAILED]
When I look in services it says it is running.
How do I fix this?
also try
/bin/netstat -pant | grep -w 80
