The commands you are attempting to use are applied to graphic objects. For text, you usually want to look under "Format / Paragraph". This contains similar kinds of formatting. Note that fitting text in this context usually means you have to adjust the margins and related page properties.

You can, if you want, put text (and probably anything else) in a "box", which would make it behave like a graphic object. Indeed, when I tried this, the items you mention became active, and the "paragraph" selection went gray.

The command to do that is "Insert / Frame", with the desired text highlighted. You'll have to try it and see if does the job for you. The paragraph way makes more sense, but only up to the point where it won't handle what you need to do.
