If you have a computer nearby that is always running you can use lirc
<http://www.lirc.org/> to program the VCR. A simple serial irblaster
can be built for about $5 with parts from Radio Shack or Fry's. I just
built one for my MythTV box to change the channels for a converter box
since I have an analog TV recording card.

You would then set up an "at" job to send commands using the "irsend"
command to change channels on the converter box.

MythTV is easy to set up if you use something like KnoppMyth
<http://mysettopbox.tv/>. Actually, KnoppMyth is about to change into
LinHEC (Linux Home Entertainment Center) and will be released at SCALE
7X this weekend. I plan on upgrading my MythTV system next week :)
