No something wrong with his mail server. I checked the server and he
is indeed subscribed to the list. And I checked logs and mail to him
has been going out.

Right here is probably the problem. And either their mail server is
dropping spam, or he has his account configured to drop spam. Either
way, it's on his end.

Doesn't help that someone has their mail server misconfigured. HELO
should be the hostname of the mail server, not and IP address. My
server will refuse to accept mail with an IP address in the HELO.
