Mark,
  I think John is looking for a solution to the
problem of fabricating a plexiglas lens for the
assembly.  Although the LED's are sealed, the
back of the PCB is subject to corrosion, so it probably
should be enclosed... you could encapsulate the PCB
in some type of plastic coating.
   Also... hanging all those LED's in the breeze makes
for some drag as well.
