If the bolt can rotate with the control surface, it has to be secured with 
a castle nut and cotter pin.  When the bolt clamps the hinge together onto 
a bearing, the bolt does not rotate with the control surface 
movement.  Most certificated airplanes use ball bearing equipped hinges; 
hence, lock nuts are appropriate.
