In Illinois, there is no personal property tax. Airplanes are not taxed by the county or local governments, fortunately. I am a township assessor, and i do not have to try to find the airplanes in the township, and aircraft have never been mentioned int he training sessions here. I have no idea if it is taxed by the state as a vehicle, Larry Flessner could answer that question.
