As I have mentioned before, I applied for an N number three years before
finishing the plane. The FAA gave me the number promptly and equally prompt
notified the Vermont department of taxes. The tax people were right on me
with threats even tho I explained that I did not have the plane complete
yet. They finally accepted a finished value of  3,000 dollars and Ipaid a
sales tax of 6% of that. Pay it, you can't win....
