One of the properties of epoxy is it's ability to soak into the wood. As the epoxy cures, the bonded epoxy includes the wood which had soaked up the epoxy. I believe what you say is correct to a point, but the soaking of epoxy into wood is completely blocked by the sanding process. On the other hand, the dust from sanding should be removed as completely as possible
