The FAA guys are busy - no doubt - but I'll bet you won't find any official
statement that the "responsibility of certification has been handed off to
designees".  The homebuilder may very well have to do some waiting, but it
IS still possible to get the certification inspection done (for free) by the
FAA.  That remains part of their job.
