Hi Bill, I think for a new user,  I would recommend TurboCad.  I have used 
this(some years ago) and found it to be fairly easy to learn. There are some 
other really inexpensive(like 10.00) programs, but they are very limited in 
application.   It really boils down to what you want to do with it.   I use 
Autocad 2006 for work and school,It is pretty much the professional standard, 
but it is horribly expensive( something like $3800.00 full version), and you 
would most likely have to take instruction to use it..I had extensive 
experience in CNC machining and drafting before I learned CAD,and that helped a 
lot.  Also keep in mind minnimum system requirements for the software.  I had 
to buy a new computer to run my Autocad.   Hope this helps. Jim
