Hi Mike, the voltmeter is sufficient to drain the 7.2 if it is not being
charged. I would isolate the 2 batteries with a proper isolator (off road
shops have them) or install 2 diodes from the charge circuit rather than
using the "bus tie switch". Like Mark I would use them as an 'either-or'
source, only.

Can you draw your circuit and scan to pdf for me so I can have a look.
