I get the nose gear shimmy thing every year or two, all I do is snug up on
the nut to apply more pressure on the thrust washer and that always takes
care of it.

Yes, it does have a centering spring but it does not completely straighten 
the wheel. Mine has some free travel in it. I am not sure the total amount 
of free play but I would guess 15°.
