I may be wrong but I don't think there is any federal requirement to have insurance but your local authorities may require you to show proof of insurance to use their facilities. Our airpark requires owners to have X$ liability on their aircraft but guests who fly in are not required to have it. It only makes sense to protect yourself with liability insurance even if you don't want or can't afford hull insurance.
