How is that?  I have done that before, and the balloon stayed like I put it,
blown up.  Anyway, somehow, I will test it with air.  If air can't get out,
nothing can.

a water leak will only show the worst possible leaks.  Gas will pass
through a pin hole that will hold water.

Here is my wing tank test setup using less than 1/4 psi air pressure as 
suggested by Tony Bingelis.
