Snug is probably as good an explanation as one could hope for.  I played 
with some old spars last night and anything over 35 inch-pounds of torque is 
really too tight.  But most people don't have a torque wrench that goes that 
low, and even if you do, it's probably the less reliable low end of the 
scale, so just "snug" is probably enough said.
