It would be helpful to know what kind of wheel it is.  Some use a straight 
roller bearing while others use a tapered bearing.  My hangar mate has a set of 
Tracy Obrian wheels that use a sealed bearing and thought he had a wobbly 
wheel.  The bearing simply wasn't fully seated.  Once seated, the wheel turned 
perfectly true.

I also had a problem with the wheels wobbling on my KR project when I first 
bought it.  It had brand new Cleveland wheels on it that had a wobble that also 
translated to the brake disc not tracking straight.  Cleveland replaced them 
free of charge.

In other cases, sometimes the tread on the tires simply is not straight on the 
tires.  One tire that was on my SuperCub looked like the wheel was wobbling a 
full inch when it was rolling.  It looked really strange, but the issue was 
that the tread was not straight on the tire carcas.
