The getconf(1) man page says:

     The symbol PATH also is recognized, yielding the same  value
     as the confstr() name value CS_PATH.

confstr(3C) says:

     _CS_PATH

         If the ISO POSIX.2 standard is supported,  this  is  the
         value  for  the PATH environment variable that finds all
         standard utilities.  Otherwise the meaning of this value
         is unspecified.

In other words, '/usr/bin/getconf PATH' is how you find the path
required for the POSIX.2 standards-conforming environment.  POSIX.2 is
a subset of XPG4.
