When you have to warn developers / testers / etc. that changes to one
consolidation (such as ON) will break your system unless you upgrade
another one (in this case CDE) at the same time. Most developers only
upgrade the software from the consolidation they are working on between
builds via tools like BFU or the upgrade scripts other consolidations use.
It's not a major obstacle - just an e-mail notice to the people working
on the affected consolidations, and grumbling from the ones who forget
and break their system anyway.
