At least in the desktop space, I believe it's all being used for getting
parameters from /etc/default/login such as "Are users allowed to have
null passwords?" and the default PATH variables - moving those out of
a /etc/default file and into PAM or SMF configuration would also get rid
of the need for these consumers to use it.
