I think this is a nice Idea. I've been doing some small stuff with Drupal (just for the fun of it), it has a lot of features and add-ons. Joomla could be a choice too. I found them easy to install a get a site working but not so easy (and even high expertise required) to customize certain things. In theory CMS softwares are flexible and changing content distribution is easy compared with the posts itself. As forum software, I like SMF. It could be for support among users, perhaps in several languages (although this sounds too much for a start, may be we could deal with english and then if the forum becomes big we could think on same language subsections (english, spanish, french, italian, etc). As Jason Said a WebAdmin will be required, one with expertise. May be he (whoever is designated) will be the responsible of making this decisions according with his knowledge.
