Regional clusters (with highly available masters) moved from alpha to beta
(which anyone can use). Pricing wasn't announced at the time though. From
the blog announcement
<https://cloudplatform.googleblog.com/2017/12/with-Google-Kubernetes-Engine-regional-clusters-master-nodes-are-now-highly-available.html>
:

"Kubernetes Engine regional clusters are offered at no additional charge
during the beta period. We will announce pricing as part of general
availability."
