In the standard Kubuntu install it seems that adept is the only graphical
package manager.
Adept does not provide a means of setting a proxy, nor does it honour KDE's
proxy setting.
This results in users needing to add "/etc/apt/apt.conf", containing
"ACQUIRE::http::Proxy "http://wwwcache.lancs.ac.uk:8080/";"; manually.
