Description:
In the composer in kontact 3.5.2-0ubuntu0breezy1 I can't turn off the
spell-checker.

This is a design error.

This should be possible in both the main Kontact settings menu
Settings - Configure Kontact - Mail - Composer - Surgically remove Spellcheck 
and never colour my damn emails

and it should be easily available from the Composer menus: both the 
Tools - Spelling...      menu
and the 
"ABC (check)" direct button.

Ideally it should be available from the "turn off annoying features that
don't work anyway" menu.

The documentation needs a "how to turn off ${annoying feature
X}-section. If it's really not possible and I've not overlooked it
somewhere then the docs should have a "sorry, you can't turn off the
spell-shecker yet, try using evolution/thunderbird/groupwise/whatever
instead".
