I do not know if this is a bug that should be reported here or in the
OpenOffice.org bug tracking system, but I am posting here, since I only
have a Launchpad user and I have only tried this in Kubuntu.

OpenOffice.org does not follow .desktop links. Instead it opens them as
a text file.

Steps to reproduce:
A) Create a .desktop link: 
 1: In KDE right click on desktop
 2: Create new > Link to location
 3: Filename: tmp, Link location: /tmp; click OK
B) Try to follow the link in OpenOffice:
 1: Alt+F2
 2: Write "oocalc" [enter]
 3: File  > Open
 4: In the Open dialog go to Desktop.
 5: Double click on the link "wc.desktop".
 6: The link file tmp.desktop is opened in oowriter.

The .desktop file contains something like:
[Desktop Entry]
Encoding=UTF-8
Icon=folder_important
Type=Link
URL=$HOME/wc/
X-Ubuntu-Gettext-Domain=desktop_kdebase

** Affects: kdebase (upstream)
     Importance: Unknown
         Status: Unknown

** Affects: kdebase (Ubuntu)
     Importance: Undecided
         Status: Confirmed
