This happened for me in Kubuntu Gutsy and now in the Kubuntu Hardy RC.

Upon installing kubuntu-restricted-extras, the /etc/kde3/kdm/kdmrc file is 
modified, with two negative changes under the [X-*-Greeter] section:
* "UseTheme=true" is commented, which makes it default to false.
* "Theme=/usr/share/apps/kdm/themes/kubuntu/" is changed to 
"Theme=@@@ToBeReplacedByDesktopBase@@@".

The result is that the KDM greeter login uses its default KDE theme
instead of the designed Kubuntu theme.

This is easily fixed by correcting the file in question, but then you'd
need to know how to. I can't seem to find a GUI way of doing it (under
System Settings or kcontrol). Further, the
@@@ToBeReplacedByDesktopBase@@@ line suggests it may solve itself by
dkpg-reconfiguring the kubuntu-desktop metapackage.
