I can confirm this, Okular does not go full-screen in presentation mode. I'm using Kubuntu Intrepid AMD64 and x86, KDE 4.1.3, Okular 0.7.3.
It happens with my portable conputer with GF7600 video card, with free and restricted nvidia driver. Also happens on a Dell desktop with intel graphics. It happens with a clean fresh profile.
