With the official plasmoid daemon.log says:

Jun  9 07:54:30 -laptop NetworkManager: <WARN>
wait_for_connection_expired(): Connection (2)
/org/freedesktop/NetworkManagerSettings/1 failed to activate (timeout):
(0) Connection was not provided by any settings service

I still think it may be related to the wrong certifcate:

May 13 08:04:29 -laptop NetworkManager: <info> Config: added 'ssid' value
'RUB-WPA-EAP'
May 13 08:04:29 -laptop NetworkManager: <info> Config: added 'scan_ssid' value

May 13 08:04:29 -laptop NetworkManager: <info>  Activation (wlan0) Stage 2 of 5
(Device Configure) complete.
May 13 08:04:29 -laptop NetworkManager: <info> Config: set interface ap_scan

The important line is imo "Config: added 'ca_cert' value
'blob://-org-freedesktop-NetworkManagerSettings-0-ca_cert'".
That is not what it entered. (Should be /home/<user>/cacert.pem)
