Public bug reported:

Binary package hint: kpackagekit

KPackageKit was using proxy information from
".kde/share/config/kioslaverc" to connect the mirrors. Since the proxy
information was no longer valid, it fails to do anything. If I was
doing an update, it stalled. If I was doing an upgrade, it fails to
download all the packages and reported "download failed".

The proxy information was only ".kde/share/config/kioslaverc".
Konqueror was reporting "direct connection", as the System Settings ->
Network Settings application.
